If the hard drive is plugged into a USB 2.0 port (another hub in my case), the hard drive is recognised as usual. When plugging hard drive into USB 3.0 ports of my mobo (B360), the drive is not showing up on Finder or Disk Utility. I realised this just today due to I haven't used external drives for a while. Open the macOS High Sierra Patcher tool, navigate to the High Sierra Installer App, then select your pen drive and click Start Operation.
